Head to Admiral Jarvis’ office and meet with his Squire, Cinder. You can access the Castle Bank from the office, so it should be convenient to transact with the exchange attendant.
The Paper Exchange will be open until sometime between Halloween and Thanksgiving. A firm date will be announced with fair notice before it closes. There will be more opportunities to earn Papers for Admiral Jarvis.
